Agreement to Terms
Welcome to CFEL (Children's Foundation for Early Learning). These Terms of Service govern your use of our childcare services, facilities, website, and all related programs. By enrolling your child or using our services, you agree to be bound by these terms.
Enrollment and Registration
Registration Requirements
- Completed enrollment application with all required documentation
- Current immunization records as required by provincial regulations
- Non-refundable registration fee paid upon enrollment
- Signed parent/guardian agreement acknowledging all policies
Waitlist Policy
When programs are at capacity, families may join our waitlist:
- Waitlist placement is based on registration date and program needs
- Priority given to siblings of currently enrolled children
- Families will be contacted when spaces become available
- 48-hour response time required to accept offered placement
Payment Terms and Policies
Payment Schedule
- • Monthly fees due on the 1st of each month
- • Late payment fee applies after 10th of month
- • Accepted payment methods: cheque, e-transfer, automatic debit
- • NSF fees apply for returned payments
Fee Structure
- • Full-time and part-time rates available
- • Sibling discounts may apply
- • Additional fees for supplies and special events
- • Government subsidy assistance available
Refund Policy
- • 30-day written notice required for withdrawal
- • Registration fees are non-refundable
- • Prorated refunds for extended illness (with medical note)
- • No refunds for statutory holidays or closures
Delinquent Accounts
- • Care may be suspended for accounts 30+ days overdue
- • Collection agency referral for severely delinquent accounts
- • Additional fees may apply for collection efforts
- • Re-enrollment requires full payment of outstanding balance
Facility Use and Conduct
Safety and Security
For the safety of all children and families:
- All visitors must sign in at the main office and wear identification
- Doors must remain locked at all times; do not prop open or allow unauthorized entry
- Only authorized individuals may pick up children (ID required)
- Report any safety concerns immediately to staff or administration
- Follow all emergency procedures as directed by staff
Acceptable Behavior
- Respectful communication with staff and families
- Following all posted guidelines and policies
- Supervising your children in common areas
- Maintaining appropriate dress standards
Prohibited Activities
- Smoking, vaping, or alcohol consumption
- Weapons or dangerous items on premises
- Harassment, discrimination, or threatening behavior
- Solicitation or commercial activities
Health and Safety Requirements
Illness Policy Compliance
Families agree to:
- Keep children home when ill and notify CFEL of absence
- Provide medical documentation when required for return to care
- Arrange immediate pickup when child becomes ill during program hours
- Follow all medication administration procedures and provide proper authorization
- Report communicable diseases to center management immediately
Emergency Procedures
In case of emergencies, CFEL is authorized to:
- Seek immediate medical attention for your child when necessary
- Contact emergency services and transport to nearest medical facility
- Make medical decisions if parents/guardians cannot be reached
- Implement emergency evacuation and lockdown procedures as needed
Liability and Responsibilities
CFEL Responsibilities
- • Provide safe, supervised childcare environment
- • Maintain proper licensing and staff qualifications
- • Follow health and safety regulations
- • Implement emergency procedures when needed
- • Maintain confidentiality of family information
Parent/Guardian Responsibilities
- • Provide accurate, up-to-date information
- • Follow all policies and procedures
- • Pay fees according to agreed schedule
- • Communicate concerns promptly with staff
- • Maintain current emergency contacts
Limitation of Liability
While CFEL takes every precaution to ensure child safety, parents acknowledge that accidents can occur despite reasonable care and supervision. CFEL's liability is limited to the extent permitted by law, and families are encouraged to maintain appropriate insurance coverage.
Service Termination
Voluntary Withdrawal
- 30-day written notice required for program withdrawal
- All outstanding fees must be paid before final day of care
- Child's belongings and records will be returned upon withdrawal
Involuntary Termination
CFEL reserves the right to terminate services for:
- • Non-payment of fees or violation of payment terms
- • Failure to comply with health and safety policies
- • Disruptive or inappropriate behavior by family members
- • Child's needs exceeding our program capabilities
- • Breach of any terms outlined in this agreement
